Russian President Vladimir Putin, speaking in China, condemned North Korea's latest missile launch as "dangerous" but cautioned against "intimidating" the country.
Francois Delattre told reporters Monday that France favors "a strong, swift and firm reaction of the council" to North Korea's test on Sunday of a new longer-range ballistic missile, which he called "a serious threat to peace and security both in the region and the world".
North Korea, increasingly isolated over its repeated weapons tests in violation of United Nations resolutions, on Monday renewed its accusation of a USA and South Korean intelligence plot to assassinate leader Kim Jong Un.
"The test-fire aimed at verifying the tactical and technological specifications of the newly developed ballistic rocket capable of carrying a large-size heavy nuclear warhead", reported North Korea's official news agency KCNA.
North Korea's latest ballistic missile test may be almost as big a deal as its propaganda machine claims.
But President Trump also said he'd be honored to meet Kim Jong Un under the right circumstances.
"North Korea has been a flagrant menace for far too long", a statement released over the weekend said.

The test also immediately closed the space for maneuvering for USA -allied South Korea's new president, who favors engaging North Korea. "This could also be an opportunity for China to show that it can initiate some plausible plans to handle the North Korea issue within the framework of the worldwide community", Su said.
North Korea has tested dozens of banned missiles in the previous year, though this was the first success after a string of recent failures.
On Monday, North Korea's diplomatic representative in Beijing did not address any misgivings Seoul had about its recent missile test, or how the provocation could pose an obstacle to dialogue and reconciliation.
Analysts said the test suggested an actual range of 4,500 kilometres (2,800 miles) or more if flown for maximum distance.
DPRK are the initials of North Korea's official name, the Democratic People's Republic of Korea.
Global condemnation came quickly, with South Korea's newly-elected President Moon Jae-in calling the launch a "reckless provocation".

The news agency said it flew to an altitude of 2111.5km and covered 787km before coming down in the Sea of Japan.
Experts said Sunday's successful launch signals major advances in developing an intercontinental ballistic missile, such as mastery of re-entry technology and better engine performance key to targeting the United States. "I do not believe we are putting requisite pressure against China that is necessary to stop Pyongyang, and I'll continue to urge the administration to do so".
"So we are going to be raising the level of engagement with China on this issue".
Russian President Vladimir Putin called North Korea's latest missile test "counter-productive, harmful and unsafe". Pyongyang is threatening a sixth nuclear test.
