"He announced that Warmbier "[showed] no sign of understanding language, responding to verbal commands or [being aware of] his surroundings".
North Korean captors reportedly explained Warmbier's state with a diagnosis of a botulism bacterial infection, though American doctors have found no traces of such a diagnosis.
The 21-year-old American student returned to the United States in a coma this week. "Even if you believe their explanation of botulism and a sleeping pill causing the coma - and we don't - there's no excuse for a civilized nation to have kept his condition secret and to have denied him top notch medical care".

Warmbier also accused North Korea of luring Americans to the country with the false promise they will never be detained.
It is not clear how Mr. Warmbier's release has been secured, although his rapidly declining health may have been an incentive for North Korea to discharge him.
"Nobody has seen or heard from Otto since March 2016", Fred Warmbier said.
Asked whether he thought the previous administration could have done more, Fred Warmbier replied: "I think the results speak for themselves". Fred Warmbier said. "I was in shock".
Fred Warmbier said his family doesn't believe North Korea's story.
"Dennis Rodman had nothing to do with Otto", he said.

Calls are growing for the release of the other hostages, including Hyeon Soo Lim, a South Korea-born Canadian pastor who has been detained since January 2015.
"He was arrested, tried on spurious charges and evidently subjected to horrendous mistreatment by the North Korean authorities", an editorial said Wednesday.
