The baby was suffering from a bacterial infection and rapid heart rate. Deputies said the baby was left abandoned on a sidewalk in Spring, right outside the apartment. "I was like, 'Call 911!'"
A trail of blood was found leading to a nearby apartment.
The infant was found outside the Cypress Creek apartment complex (pictured) in Houston, Texas, at 5am on Thursday.
The baby was taken to the hospital for treatment and is said to be in good condition.
"Without this neighbor, we could be looking at. a whole different scene", said Deputy Thomas Gilliland. It's a miracle the child was found'.
He found her lying in the soil of a flower bed, covered in ants and other debris. The umbilical cord was still attached.
She "had mucus and blood and all kinds of stuff all over her body", Peterson said.
"I heard some crying and whining and crying, and I kept walking until I got closer to the noise, and then I look at the ground and there was a baby down there", Albert Peterson told KHOU.
Eventually, the woman confessed that she had given birth to a baby about an hour earlier, Click2Houston reports. She wasn't too hard to track down.
Detectives knocked on the apartment's door, but the residents refused to open it. However, as reported by ABC7, a 21-year-old woman, who was also in the apartment, finally told police that she was the mother of the baby.
Police officers said they were thankful the baby was found alive. Baldwin could be heard saying it was insane and that someone had left their newborn baby out there, while telling Peterson to call 911.
The girl was taken in to the custody of child protection services. A hearing will determine whether the child will go to Child Protective Services or a family member.
CPS encourages parents who are unable to care for their newborn to "to call the hotline (1-877-904-SAVE), or find a hospital, fire station or EMS station and give their child to an employee there".
