Gas prices have already risen 17 cents in San Antonio since last week.
Texas Sky Ranger flew over a number of gas stations Thursday morning, most of which showed modest increases in price ranging from $1.90 to some over $3 per gallon.
"Texas law protects consumers from fraud in Dallas and other parts of Texas outside of the governor's declared disaster areas", said the office's communications director Marc Rylander.
