The question is "how to convince North Korea that a deal won't be rejected in a year or two by a new American administration", Lavrov told journalists, according to a translation of his remarks on the sidelines of a meeting of the Organization for Security and Cooperation in Europe (OSCE).
"The careless remarks of war by the inner circle of Trump and the reckless military moves by the US substantiate that the current USA administration has made a decision to provoke a war on the Korean peninsula and is taking a step-by-step approach to get there", the spokesperson is reported as saying.
North Korea blamed USA "nuclear blackmail" for soaring tensions over its weapons programme following rare meetings with a senior United Nations official, but agreed to regular communication with the organisation, state media said today. The spokesperson also said: "We do not wish for a war but shall not hide from it, and should the USA miscalculate our patience and light the fuse for a nuclear war, we will surely make the USA dearly pay the consequences with our mighty nuclear force which we have consistently strengthened".
"North Korea needs security guarantees, especially when Washington is about to withdraw from the Iranian nuclear deal", he said.
That prompted North Korea's foreign minister, Ri Yong Ho, to warn that the North could shoot down the U.S. bombers even if they did not enter North Korean airspace.
Pyongyang reiterated its view that these manoeuvres were a provocation on Saturday, accusing the drills of "revealing its intention to mount a surprise nuclear pre-emptive strike against the DPRK", using the initials of the country's official name.
The report also said several countries, which are either experiencing political instability or have poor track records on enforcement and corruption, have engaged in arms trading with the reclusive state.
China, Pyongyang's sole major diplomatic and military ally, has called on the United States to freeze military drills and on North Korea to halt weapons tests.
"Recently, as the USA is conducting the largest-ever joint aerial drill on the Korean peninsula targeting the Democratic People's Republic of Korea, its high-level politicians are showing alarming signs by making bellicose remarks one after another", the North's foreign ministry spokesman said, using North Korea's official name. The United States stations 28,500 troops in the South, a legacy of the 1950-53 Korean War.
"These confrontational war-mongering remarks can not be interpreted in any other way but as a warning to us to be prepared for a war on the Korean peninsula", he said.
"We know that North Korea wants foremost to discuss security guarantees with the United States".
It also notes that global pressure on North Korea has proven effective, as several countries cut trade and diplomatic ties with Pyongyang.
UN Undersecretary-General for Political Affairs Jeffrey Feltman returned on Friday from a four-day visit to North Korea, where he met with officials including North Korean Foreign Minister Ri Yong Ho.
