The BJP is expected to be in high spirits to take on a combative opposition that has been seeking to pin down the government over the Rs 12,600 crore Punjab National Bank (PNB) scam involving diamantaire Nirav Modi and his uncle Mehul Choksi.
The proceedings began with obituary references to former Members of the House, after which MPs of Telugu Desam Party (TDP), Trinamool Congress (TMC) and others raised slogans, entering the well of the House.
Congress President Rahul Gandhi will not be present in the first week of Budget session as he is a week-long visit to Singapore and Malaysia, starting March 8.
Tewari also charged the government to ask banks to unveil the NPA details with the names of defaulters.
A spokesperson from Congress, Manish Tewari commented that they will not let the issue fade until BJP government produces a satisfying answer.
The bill has been brought to confiscate the assets of a fugitive, including Benami assets.
Apart from the finance bill, the government may also push for passage of the pending triple talaq bill during the session that ends on April 6.
In the Rajya Sabha, the government has tabled The Motor Vehicles (Amendment) Bill, 2017, and The State Banks (Repeal and Amendment) Bill, 2017, for the first day of the session.
"We will demand answers from the government on the bank fraud scam".
Prime Minister Narendra Modi was received in the House by thumping of desks by Bharatiya Janata Party members as he is being chiefly credited for the party's recent electoral victories in the three northeastern states, specially the Left-ruled Tripura.
"The banking sector is in a deep crisis and its credibility is under stake", he said.
He said the party is also set to raise the issue of "selective vendetta" at the hands of investigative agencies by the BJP-led government to target key political opponents.
Interacting with NDTV, TMC leader Saugata Roy said the protest is not about opposition unity but the raising of voices against scams.
"We will coordinate with other opposition parties to expose this BJP government that has not delivered on their promises". Two more notices have been issued on this matter.
