The second half of the Budget session of Parliament has been a complete washout since it resumed on March 5 after the customary break.

The government's insistence on completion of the financial business prompted the Opposition parties to make a dash to the Speaker to bring to her notice the "unusual" step to list the Finance Bill and the application of the guillotine without informing them.
Prime Minister Narendra Modi, Union Home Minister Rajnath Singh, party chief Amit Shah and veteran leader LK Advani were present at the meeting. He, however, indicated that the government is rushing with the passage of the Union Budget in the next two days even if the pandemonium persists. After both the houses were adjourned early on the day, Congress hit back at BJP.
Rajya Sabha Chairman M Venkaiah Naidu said the government has agreed to a short duration discussion - which does not have a provision for a vote. Stating that the Chair is willing to allow discussion effectively as per rules and traditions, Mr Naidu again appealed to them to put an end to the stalling of proceedings.
"It's the job of the Parliamentary Affairs Minister to run the House".
This follows a massive discontent expressed in the Lower House of Parliament by members from various political parties on Tuesday, opposing the Central government's move to pass the Finance Bill without a discussion in the House.
This, the opposition alleged, showed the "arrogance" of the government.
