Organised by the Manipur University, 5,000 delegates from all over the country and 2,000 scientists along with four Nobel Laureates will grace the event.Modi urged people to encourage scientific temper in the youth where every scientist must dedicate "100 hours every year with 100 students".
The prime minister said that India is now moving from power failures to becoming power surplus.
Jiribam railway station has been already connected by broad gauge and the Government of India has been working to connect all the North Eastern States with rail heads, asserted the Prime Minister.
The Prime Minister said these schemes are linked to the dreams and jobs of youth, women empowerment and connectivity.
The Prime Minister also laid the foundation stone of National Sports University, inaugurated Rani Gaidinliu Park, Mary Kom Regional Boxing Foundation and other development projects including the newly constructed Women's Market at Churachandpur. He added that government is ensuring that the projects pending for long are completed so that people and the states facing the imbalance with regard to development are benefited. In this context, he also mentioned the 1000 Anganwadi Centers whose foundation stone was laid today.
"Woman power in the State has always been a source of inspiration for the country". The State Government has undertaken construction of a new hostel for girls in tribal areas and he is fortunate to inaugurate one such project, he said. In order to address this, he said, the government had launched a programme to improve the performance of over 100 "aspirational districts" with focus health and nutrition, education, agriculture and water resources, financial inclusion, skill development and infrastructure. "The BJP government has done more work in less than 15 months". He added, "This is a testimony of the spirit of the North East". "In 2014, Manipur had 1,200 km of declared length of the national highways".
"It is also a lesson to the BJP that one can not create people's mandate by using power, wealth and communalism as weapon", he said.
Modi further said that the time was ripe to redefine "R&D" as "Research" for the "Development" of the nation.
The Prime Minister's appeal is the latest in a series of initiatives that the government is undertaking to bring bright students back to science research.
