You don't need to wait for the Pixel OTA, though. The latest revelation comes days after the Pixel 3 XL surfaced on a Geekbench listing that confirmed the presence of a Snapdragon 845 SoC and Android P out-of-the-box.
Android P aka Android 9.0 will come pre-installed on both devices, as the Pixel 3 and Pixel 3 XL are expected to become the first two phones to ship with the newest version of Google's operating system.

"From predicting your next task so you can jump right into the action you want to take, to prioritizing battery power for the apps you use most, to helping you disconnect from your phone at the end of the day, Android 9 adapts to your life and the ways you like to use your phone", Sameer Samat, VP of product management, Android & Google Play, wrote in the official blog that announced availability of the Android 9 P. You won't need an unlocked bootloader, but you will need a computer with ADB running.
