Florence is blamed for at least 37 deaths. At least 27 of the deaths happened in North Carolina.
While most people were able to evacuate, that wasn't the case with livestock.
Last year, North Carolina farmers also raised 830.8 million chickens for meat, 9 percent of the USA flock, and 32.5 million turkeys, or 13 percent of the US total, according to the USDA. The department says it is dispatching inspectors to start assessing damage and ensure food safety.
North Carolina Agriculture Commissioner Steve Troxler, who conducted an aerial survey of damage on Tuesday, said the flooding has affected the top six agricultural counties in the state. The state ranks No. 1 in poultry and egg cash receipts, and second in swine.
With residents still recovering from torrential rains that left widespread destruction and injury, Trump visited both North and SC, distributed meals at a church, walked amid piles of sodden furniture in damaged neighborhoods, offered hugs and handshakes to residents and discussed the response efforts with local and state officials.
Trump called Florence "one of the most powerful and devastating storms ever to hit our country" and promised federal support for disaster relief.
"People don't realize how a very hard phase is beginning today, with the handsome sunshine", he added. "You take care of yourself", he said.
After a briefing on the recovery effort in North Carolina, Trump helped hand out hot dogs and chips at a Baptist church in New Bern, a riverfront city that experienced severe flooding.
The two patients died on Tuesday after the vehicle carrying them, staffed by two Horry County deputies in SC, was swept away by flooding from Florence, the Horry County Sheriff's Office confirmed, Xinhua reported.
It's better to wait until after the storm when data could be closely studied, particularly since Florence's wind intensity dropped off from what was predicted, said Lackmann, noting that early indications show that hurricanes may be less frequent in a time of climate change but the strong storms are even stronger.
To the south, daybreak brought a return of floodwaters to Nichols, S.C., which also was inundated by Hurricane Matthew two years ago.
