The Kremlin's readout of the phone conversation had Putin adopting a somewhat tougher line, reportedly telling Netanyahu that Israeli operations like the one in Latakia "violated Syrian sovereignty" and "agreements around the prevention of risky incidents".
Israeli Prime Minister Benjamin Netanyahu has offered to share data with Russian Federation on what was happening in the sky over Syria that day and dispatched the Israeli air force chief to Moscow.
On Monday, while responding to an Israeli airstrike, Syrian missile defense systems shot down a Russian plane carrying 15 Russian soldiers over the Mediterranean sea. "Gen. Igor Konashenkov. Russian Defence Minister Sergei Shoigu called his Israeli counterpart, Avigdor Lieberman, to declare that 'the Israeli side bears full responsibility" for the plane's downing. Russian Federation has said Syria shot the plane down shortly after Israeli jets hit the area, and accused Israel of creating the unsafe conditions by failing to give sufficient advance notice.
Israel, for its part, held "the Assad regime, whose military shot down the Russian plane, fully responsible for this incident" adding that it also "holds Iran and the Hezbollah terror organization accountable for this unfortunate incident".
"Moscow views as irresponsible and unfriendly actions of [the] Israeli Air Force, which exposed Russian Il-20 aircraft to danger and lead to death of 15 servicemen", the Russian embassy in Israel stated on Twitter.
Syrian government media have neither confirmed nor denied the reports.
Israeli leaders have said they will not allow "game-changing" weapons, such as guided missiles, to reach Hezbollah.
There was no immediate word from Damascus, but the deadly air war sequence started when Israeli missiles struck the coastal region of Latakia on Monday.
Israel said the arms deposits contained material and weapons for Lebanon's Hezbollah, a pro-Iranian and anti-Israeli movement. Putin spokesman Dmitry Peskov told reporters Wednesday that Russian experts will carefully study the data that the air force chief will deliver.
"In this case, it is more a chain of tragic circumstances because an Israeli fighter did not down our aircraft", Putin said during a September 18 press conference.
Hezbollah has provided vital support to Syria's military in the seven-year war, helping it regain swathes of the country.
Moscow said the deal "confirmed the ability of both Moscow and Ankara to compromise.in the interests of the ultimate goal of a Syrian settlement by political and diplomatic means". "Our presence there is linked to the need and the consent of the Syrian leadership", he said in a televised address to hundreds of cheering followers in southern Beirut on the eve of the annual Ashura religious rally.
