"You are aware that the enquiry and proceedings against you for misconduct and indiscipline have been initiated under Rule 41 of the BCCI Constitution and the same are presently pending", the show-cause notice, which ESPNcricinfo has accessed, read.
This latest controversy, coming immediately in the wake of India's triumph in the Test series in Australia, has once again split the BCCI and the CoA.
Pandya and Rahul were speaking on popular celebrity talk show Koffee with Karan, which is hosted by Bollywood filmmaker Karan Johar.
"You are just watching and observing how they move as I said I am a little from the black side (influenced by West Indies culture) so I have to see how they (women) move first", he said.
The CoA has taken on board the recommendation of the BCCI's legal team that Pandya and Rahul be suspended pending an inquiry. "We are still waiting for a decision to be made", Kohli said at the press conference in Sydney on Friday.
"A couple of spots which might need rectification will be looked at but apart from that the idea is to make that combination and that team play together for the whole period left before the World Cup", Kohli said. "We are also waiting like everyone else on the verdict".
Kohli distanced himself and his team from the views that Pandya and Rahul, who was unlikely to play this weekend regardless, had expressed about women.
"The two concerned players felt what has gone wrong and they have understood the magnitude. Definitely, it has to hit anyone hard, they will definitely understand the things that have not gone right", he added.
"This changes nothing in our beliefs in the change room, it does nothing to the spirit we have been able to create".
"I would like to apologise to everyone concerned who I may have hurt in any way", Pandya posted on social media.
Pandya said he "got a bit carried away" as he explained his bragging about his prowess with women on the show that aired on Sunday.
"I made an appearance on the chat show where I have made certain statements without realising that these could be disrespectful and offend sensitivities of viewers for which I am sincerely regretful", he wrote in his response, which is in PTI's possession.
