Jurgen Klopp's men maintain the advantage of a game in hand, but handed a reprieve by Liverpool's draws against Leicester and West Ham in recent weeks, City look determined to become the first side in a decade to retain the Premier League.
The game's biggest talking point came on the hour mark when, with Vardy ready to come on, referee Michael Oliver awarded Leicester a penalty after Jan Vertonghen was adjudged to have brought down James Maddison in the area.
His first kick of the match was brilliantly saved by Hugo Lloris, but Puel had no issue with Vardy taking it.
Puel has reportedly lost the support of several influential players, including England striker Vardy, who was left on the bench for the first 60 minutes before coming on to miss a penalty with his first touch.
In a freakish turn of events, Vardy came off the bench for Gray and walked straight up to the spot to take the penalty, only for Lloris to dive to his right and push it away to safety. "I said to him if he felt OK he can take the penalty, but it's not just the penalty that cost us".
Son has now become the fourth Spurs player to be booked for diving this season and, when Pochettino was asked whether his side are being unfairly targeted, he replied: "I don't understand why, if that's what you say".
They have as many as four key players missing - Harry Kane, Dele Alli, Eric Dier and Ben Davies - all of whom have played a pivotal role in Spurs' campaign so far. For me, I'm going to stop describing the real situation, but I think there is no sense.
But Lloris stepped up when it mattered most with an excellent save, a pivotal moment as we went 2-0 up minutes later, giving ourselves a platform to go on and win the game. It was a game in our hands, and we had a lot of chances and created a lot of good moves.
We were struggling to find our rhythm as the visitors started to dominant and push us back, Vardy and substitute Kelechi Iheanacho spurning good efforts and they were peppering our box with crosses high and low. But there are regrets after all these chances. Today will be the last time I say this message.
"It was the same feeling against (Manchester) United, we wasted a lot of chances".
