Inning Breaks: Subject to discussions with broadcast partners, inning breaks will be reduced from 2:05 to 2:00 in local games, and from 2:25 to 2:00 in national games. The bargaining over distribution of revenue could be the most hard gap to bridge, with teams clearly paring back spending on aging players while players chafe at the notion that those 30 and older are no longer worthy of the deals they received in the past. An "Election Day" will then occur with the top three vote-getters at each position (nine for outfielders) from each League where fans vote on the All-Star Game starters.

Major League Baseball is looking to spice up the Home Run Derby and thinks they've found a way.
Perhaps the most important part of the deal isn't the elimination of August trades, the tweaking of All-Star Game starter selections, the incentives for stars to participate in the derby, the elimination of one-out relievers or the addition of a 26th player next year. The All-Star Game Election Day will be a chance for Major League Baseball to market its players. Clubs can add a 27th player for doubleheaders. Clubs must designate each of its players as either a pitcher or a position player prior to each player's first day on the active roster for a given season. From September 1st through the end of the championship season, all Clubs must carry 28 players on the active roster.
-Pitchers must face at least three batters or end a half inning, unless they are injured. A committee between the sides that will study the game is expected to make recommendations on the maximum number of pitchers allowed on the rosters. The 2020 season will then bring a new roster structure created to give more players a chance to shine, while lessening wear and tear on others. That might be the more notable change since teams could previously use up to 40 players in a given September game.
The amount of days pitchers must spend on the Injured List increases from 10 for 15 days as does the minimum assignment period of pitchers optioned to the minors. As part of the recent agreement, both the league and the Union have already agreed to "imminently" begin discussing the labor issues that have been thrust to the forefront of the industry despite the fact that the current collective bargaining agreement doesn't expire until 2021.
