The Syrian government and Hezbollah reportedly assisted Iran in constructing the factory.
Diplomat Michael Kozak acknowledged the change in a briefing Wednesday.
He stressed, "These American titles will not change the fact that the Palestinian territory occupied since 1967 and the occupied Arab Golan are territories under Israeli occupation in accordance with United Nations resolutions and worldwide law", Abu Rudeinah said, as reported by local Palestinian agency Maan.
"There was already strong American support, under both former US President Barack Obama and under the Trump administration for Israel's freedom of action to address threats in Syria, including those by Hezbollah", he said, adding that "the fact that the current mastermind of the efforts has significant American blood on his hands will only deepen this support".
In past years, the state department described the southern Syrian territory that overlooks the Sea of the Galilee, as "Israeli occupied", a designation that was dropped from this year's edition of the report. "The field operatives who fill the ranks of the network and act exclusively in Syria are composed of various groups and networks who previously took part in terrorist activity in the Golan Heights under the notorious network of Kantar and Mughniyeh", the army said.
