Protest leaders say their demands include restructuring the country's feared NISS agency, whose chief Salih Ghosh resigned on Saturday.
"We appeal to all to move immediately to the protest camp to protect the revolution and its gains", it said in a statement.
He also posted Koutsis on "steps taken by the military council to preserve the security and stability of Sudan", the statement said.
The foreign ministry said military council head General Abdel Fattah al-Burhan was "committed to having a complete civilian government" and urged other nations to back the council in order to achieve "the Sudanese goal of democratic transition".
Addis Ababa - A member of Sudan's governing military council said on Monday the country's next civilian government would decide whether to hand veteran president Omar al-Bashir to the International Criminal Court (ICC).
The protesters say they can not believe the transitional military council's promise of easing its grip on the country.
In a joint statement by their embassies on Sunday, they warned against any use of violence to break up the protests, and said the "legitimate change" the Sudanese people demanded had not taken place.
"State forces tried to disperse the vigil through deploying forces to the eastern and western sides of the vigil location, with speakerphones through which were made announcements of dispersing the sit-in and the reaching of an agreement, to dissuade protesters from reaching the site", SPA said in a tweet on Monday.
Britain's ambassador to Sudan, Irfan Siddiq, said he had met the deputy head of the transitional military council, Mohamed Hamdan Dagalo, and had "asked for clarity on whereabouts of former president Bashir and other senior former regime figures". They demanded the dissolution of Bashir's National Congress Party and said they received affirmation from the TMC that the party will not participate in a transitional government being negotiated. The organisation that spearheaded the months of protests leading to Bashir's fall, the Sudanese Professionals Association, called on their supporters to boost the numbers at the complex.
But the protesters' elation quickly turned to anger as Ibn Auf, a long-time al-Bashir loyalist, announced the establishment of a two-year transitional military council and later was sworn in as its head.
Widad Babiker Omer left Sudan for Juba, the capital of neighbouring South Sudan, with her children on 10 April, on the eve of the military coup in Khartoum, Masrawy reported on Monday.
Himeidti is also the head of Sudan's Rapid Support Forces (RSF), a paramilitary anti-insurgency force with its origins in the Janjaweed militias of the Darfur conflict.
There has been no mention of the reasons why they were picked up and who exactly had been arrested. Sudan's government has previously denied wrongdoing by the RSF.
